Kentucky cities fall within county jurisdictions for civil court matters. Most Kentucky cities do not have municipal courts. Instead, civil cases are filed at the county Circuit Court. Louisville and Lexington are consolidated city-county governments. All other cities rely on their parent counties for civil court services. Understanding Kentucky City Courts
Kentucky uses a unified county-based court system. Most cities do not operate municipal courts. Circuit Courts handle civil matters involving more than $5,000. District Courts process civil cases up to $5,000 and small claims up to $2,500. City clerks manage administrative city records only. They do not maintain court case files.
Louisville and Lexington function as consolidated local governments. They merged with Jefferson and Fayette counties respectively. Residents of these cities access civil court records through the county Circuit Court Clerk. Frankfort in Franklin County is the only exception. Franklin County maintains a separate Municipal Court in addition to Circuit and District Courts.
To find civil court records for any Kentucky city, first identify the parent county. Then contact that county's Circuit Court Clerk. The clerk maintains all case files for civil matters filed within the county boundaries.
